They are quite similar: these locomotives were built by General Electric, while the D.143 were built by Whitcomb.

 

Both of them were designed to meet the same U.S. Army Transportation Corps specification for a 65-ton Diesel Electric locomotive for overseas use, as standard American locomotives were too heavy to be used on overseas railways.

 

A number of 65-ton General Electric locomotives were used at various steel mills built with U.S. assistance under the ERP plan in the early '50s. Some of them are still in use more than 50 years later :D.
